100 Special Screenings of “Closed Sea” for the World Refugee Day 2012

European Alternatives supports the Campaign against the policy of “pushing-back” migrants “No More Push-Backs!” (Mai Più Respinti!) launched by ZaLab, the Italian production company involved in participatory videos and community documentaries projects, in cooperation with Open Society Foundations and Amnesty International on the occasion of the 11th annual World Refugee Day.

On 4 December 2000, the UN General Assembly unanimously adopted the Resolution 55/76 where it noted that 2001 marked the 50th anniversary of the 1951 Convention relating to the Status of Refugees, and that the Organisation of African Unity (OAU) had agreed to have International Refugee Day coincide with Africa Refugee Day observed on June 20 each year. The General Assembly therefore decided that, from 2001, the 20 June would be celebrated as World Refugee Day  to raise awareness of the inhuman condition of refugees and to draw the public’s attention to the millions of refugees worldwide who are forced to flee their home countries because of war, religious or political persecution during one internationally recognised day.

Since then, the World Refugee Day became an annual event and it is now celebrated in different ways all over the world. In 2012, several celebrations will take place all around Italy including more than 100 simultaneous screenings of Andrea Segre and Stefano Liberti’s documentary “Closed Sea” (Mare Chiuso) which followed the migrants “pushed-back” - most of those people being asylum seekers originating from Ethiopia, Eritrea, Somalia, and Sudan – during and after that they had been rejected at the Southern Borders of the European Union and forcibly returned to Libya, where they were detained in inhumane and degrading conditions and submitted to a variety of abuses, including torture.This way, on the occasion of the 11th annual  World Refugee Day, in more than 60 Italian cities so far (from the northest in Agordo to the southest scheduled in Caltagirone, Sicily), cinemas, theatres, schools, universities, community centres, libraries, museums will screen the documentary by Stefano Liberti and Andrea Segre and hundreds of NGOs, associations, institutions and private citizens are subscribing to the Campaign to  say “stop” to the push-backs of migrants, for which Italy has already been condemned by the European Court of Human Rights in Strasbourg on February 2012.

The Italian Senate’s Human Rights Commission will also host a special screening  open to the public (info and requests for accreditation at:

European Alternatives supports all the initiatives launched to promote the Campaign “No More Push-Backs!” coherently with its transnational ongoing commitment calling on the governments of the Member States and on the EU institutions to act in order to ensure that civil society representatives and the press have access to the detention centres and defending migrants’ rights at the international, regional and local level.

For all these reasons, in the past few months we have continuously called, together with our European partners, on MPs and those who do have access to migrant detention centres to push for respect and improvements of the national and European legislation in this field. Furthermore, because the EU is increasingly ‘externalising’ its migratory policies, pushing non-member states to set up detention centres on their own territory to prevent migrants from entering Europe, we insisted on the need for the full implementation of procedures that guarantee openness and transparency in these non-European countries, too.

No More Push-Backs!

June 20, 2012 - World Refugee Day, screenings of Mare Chiuso throughout Italy


June 20 is World Refugee Day. It is an occasion for individuals, organizations, and governments across the world to consider the challenges facing refugees and what can be done to improve their status and the conditions they face.
To commemorate World Refugee Day, the Italian video documentary production studio ZaLab, in cooperation with the Open Society Foundations and Amnesty International-Italy, will launch a national campaign aimed at obtaining a commitment from Italian authorities to end “push-back” operations in which Italian authorities have turned back boatloads of refugees fleeing violent conflict and persecutions.


ZaLab’s documentary film Mare Chiuso (Closed Sea), shows how hundreds of sub-Saharan migrants were picked up at sea and pushed back to Libya without being identified. Many of them were asylum seekers trying to escape from political persecution and war. They were returned to Libya where they were tortured and abused by Gaddafi’s police. The “push back” policy was the result of a 2008 treaty between Italy and Libya and other border and immigration-related agreements signed in 2007.

On February 23, 2012, the European Court of Human Rights condemned Italy’s “push back” policies as a violation of international human rights laws. . However, the Italian government has yet to reject its use of “push-back” operations. . When polled about the policy, a significant percentage of Italians consider the “push back” operations not only as necessary, but also as a successful approach to dealing with refugees.


The  “NO MORE PUSH-BACKS,”’campaign aims to make policymakers and the Italian public more aware of the horrible conditions and threats that turn people into refugees. The campaign also aims to help bring about policies and attitudes that are more sympathetic to the plight of refugees. To achieve these goals, the campaign is  asking Italian citizens and organizations that are concerned about the abuse of refugees  to organise screenings of Mare Chiuso in squares, cinemas, schools, theatres, universities, and on local and national televisions.

Working together as part of the campaign, Italians who want their government to treat refugees with sympathy and in accordance to international human rights law can make a difference. World Refugee Day is a unique opportunity for citizens to  help Italy regain its dignity as a welcoming country.  Getting the government to reject and cease its outrageous “push-back” operations  will be a first step toward developing more humaneimmigration and asylum policies.

Victory has finally come....congratulations

Dear Steve,
I heard the news that the European court for Human Right gave its verdict on the Hirsi case in favour of the refugees. First the news came to my Facebook news feed and later I heard it in Radio Erena; an Eritrean radio broadcasting from Paris. I can't tell you now how I am feeling at this moment...finally the truth has prevailed and once more the Hirsi case give the international community a lesson that Human Right and that of particular the right of refugee should not be compromised for political and economic interests. Congratulation's  for the refugees who are waiting for justice to happens and for all the parties who invested their capital, intellectual and their precious time to see justice is served for the helpless refugees. 

In shousha the news was celebrated with excitement and great Joy. All the refugees intercepted and pushed back to Libya came to me and told me that they are happy to see that the court ruled in their favour. And they are so indepted to your great efforts. Today I am particularly writing this message to deliver their thanks to you and your team. 

Last but not least, Steve the court has ruled or demanded the Italian government to pay reparation for the refugees who were intercepted on the high seas and pushed back to Libya. HOW IS THIS PART OF THE RULING TO BE CARRIED OUT? ARE THE REFUGEES IN SHOUSHA WHO ARE THE VICTIM OF THE PUSH BACK BENEFICIARIES OF THIS RULING?  

I am planning to show the documentary film to the concerned refugees? So far the plan was put on-hold due to some internet connection problems, but now that seemed to be partly solved. So I will try all my best. However I lost from my email the message you sent to me with the link and the password. So if possible could you send to me again the link and the password plus some explanation what are the next steps in the Hirsi case.

My Feedback to the Mare Chiuso-Closed Sea Documentary film

Dear Steven,
I am so glad to see that the documentary film that you and your colleagues labored so hard came to its final phase. First I would like to go straight to the general evaluation of the documentary film Closed Sea; It successfully and explicitly showed the  deadly results of the the dirty deal signed between the governments of Italy and Libya on 2009. The signing of the Friendship agreement marks the decay of the international community long held commitment to protect and enhance human right and prevalence of economic greed and political interest over human rights and that of particular refugee rights. 

The video shoot was so clear and the story was developed in a way that will keep the general audience to follow the story from the scratch. The injustice the refugees suffered in their home country and then their journey  of exile from their origin through the transit countries and ultimately to their final destination where they could live as respected worthy human being  and the challenges and abuse and mistreatment they faced at the hands of the Libyans and Italian authorities was explained in an excellent way. I hope it will touch the heart of all the kind people and hardliners and help people on the Northern part of the Mediterranean to be empathetic to the plight of the innocent refugees who became the victims of unjust and unfair agreements. 

Steven, I would like to highlight two important points that I found in the documentary film needs more supplementary explanation. In the documentary film Closed Sea; Colonel Geddafi was heard saying that They are liars, African live in the forest and sahara, they do not have any political problems. And prime minister Berlsconi said against the refugees; they are not victims of injustice, they (the refugee) are recruited by criminal organization. In this particular parts I thought it would be good if you add just after their speech the deteriorating and chaotic condition of the countries from which the refugees originate, like Somalia (civil war), Eritrea (tyrant and repressive regime)  and Sudan (Darfur) victims of genocide. by doing so we will falsify their argument. 

Second, in the European Commission for human right court I Saw the representative of the Italian government defending his government action by stating that the refugees who are intercepted in the high seas will be pushed back to Libya which is a safe destination and will have easy access to unhcr office in Libya to apply for asylum. In this particular I would be more pleased if his speech was followed by an episode that  will show the world that Libya is hell for refugee. First Libya did not recognize the right of refugees and is a not a signatory to the Geneva Convention of 1952 that govern refugees rights. And even the authorities in Libya did not recognize the documents from UNHCR and refugees with such papers were taken to detentions so frequently. Even worse on 8June2010 Libya closed the symbolic UNHCR offic which had no freedom to oversee refugee and its activity so restricted before that. This facts must be added to the film, so that the world can understand how dirty and historical mistake is the friendship agreement signed by Italy and Libya.

Deep in side, I am convinced that this documentary film will make a shift in the attitude of people towards refugees on the Northern part of the Mediterranean Sea. And the World will not repeat the same mistake against refugees. 'Our moral values to provide human beings with decent living should never be washed by our greedy drive for  Political and economic interests.' 

Finally, I was indebted to thank you on behalf of all the refugees who are the victims of the push back push around policy of Italy. You are on the forefront on the fight to defend the right of refugees and bring their injustice to the light. And I am so glad to be part of this historic heroic project.
